Proline Key Terms and Definitions:
- Federal Transit Administration (FTA): The Federal Transit Administration (FTA) provides financial and technical assistance to local public transit systems, including buses, subways, light rail, commuter rail, trolleys and ferries. FTA also oversees safety measures and helps develop next-generation technology research.
- Americans with Disabilities Act (ADA): US Law developed to help those with disabilities. The FTA provides guidance on transit application of the law through Circular, FTA C 4710.1.
- Regional Transit Authority (RTA): An agency authorized through Ohio Revised Code to apply for and receive Federal, State, and Local dollars to operate a public transit service for a specific region.
- ADA Complementary Paratransit Service: A demand response service mandated by the FTA to be provided by RTAs with Fixed Route service. Characteristics of ADA Complementary Paratransit service, as defined by the Circular, are:
- Hours & Days of Service must match those of the Fixed Routes.
- The ADA Service Area will be delivered within ¾ mile of all Fixed Routes.
- Rides may be scheduled the day before the trip request.
- The fare will be no more than twice the Fixed Route fare.
- Trips cannot be denied.
- Radius/Polygon/Buffer: This is the distance/area surrounding the entire Fixed Route line that is defined by the FTA of being ¾ mile, “as the crow flies” where ADA Complementary Paratransit service must be provided.
- Fixed Route: Service provided by an RTA that has a set schedule and routing with no deviation.
- Core Service Area/ADA Zone: The area where most Fixed Routes are delivered, and ADA Complementary Paratransit Service would be offered based on the FTA guidance.
- Demand Response: A curb-to-curb service provided by an RTA whose routing is based on the trip requests as they are scheduled. This service is usually designed and delivered by the RTA based on their own policy and procedures for areas where Fixed Route is not a viable option.
For the safety and security of our riders, employees, and the general public, SARTA has established rider rules that set reasonable expectations for behavior on all transit authority vehicles and property. Any person who fails to comply with or violates the Rules may be removed from a vehicle or facility, banned from riding or entering our facilities, and may face prosecution and criminal penalties as set forth in Ohio Revised Code Section 306.99..
